Architect and Urban Planner, Specialist in Water Resources Management, she holds a Masters in Urban Planning, and in Environmental Sustainability (ABD), and a Ph.D. in Geography. Liliana is an Independent researcher, trained mediator, and facilitator and her main interests are conflict prevention over natural resources, especially in a transboundary context and on adaptation to climate change for resilient cities. She is an experienced professional working for three decades in the fields of Sanitation, Urban and Regional Planning, Water Resources, Environmental Planning and Conservation, Environmental Licensing, and Professional Training. Liliana holds over 30 years of teaching experience in all levels of education. Working in NGOs, in the private sector since the ’90s, she got into Federal Government in 2004 as a civil servant in institutions such as Ibama and the Ministries of Environment, Cities, Regional Development and the Indigenous Peoples. She contributed to the structuring of ReCESA and the Federal Environmental Licensing Core in São Paulo. As the deputy chief staff at the Biodiversity Secretariat she has participated and conducted several projects related to the NBSAP and protected areas. Former Fulbright Hubert H. Humphrey Fellow at the SPURS/MIT and a visiting scholar at SPA/CUDenver, Liliana developed voluntary activities at CRWA and Roxbury College and graciously translated educational material for several MOOCs offered by institutions such as CSF, ELI, and UNEP. A volunteer member of several institutions, she Co-chairs the EnPAX Interest Group on Water and the Latin American Observatory for Climate Action (OLAC). Other groups she participates in are the MBBI, the Climate Leadership Corps, the WATERLAT network, the MIT Alumni for Climate Action tand the Women in Water Diplomacy Network. Since 2025 Liliana is serving as the Coordinator of Data Management for Environmental License at the Chico Mendes Institute for Biodiversity Conservation and is a facilitator for courses at the National School of Public Affairs in Brasil
